V. Lācis dzimis 1904. gadā, Rīnūžu ciemā, tagadējā Vecmilgrāvja teritorijā, ostas strādnieka ģimenē. 1. Pasaules kara laikā ģimene devās bēgļu gaitās uz Krieviju. Krievijā V. Lācis pabeidz Barnaulas skolotāju semināru. Tieši Krievijā tiek publicēts arī pirmais V. Lāča darbs - laikrakstā "Sibīrijas cīņa".
1921. gadā Lāču ģimene atgriežas Latvijā, un V. Lācis sāk strādāt dažādus gadījuma darbus – par ostas krāvēju, kuģa kurinātāju un zvejnieku.
Viņa pirmais stāsts Latvijā „Sieviete” tiek izdots tikai 1930. gadā, 1936. gadā tiek izdots stāsts „Vanadziņš”, 1937. gadā - „Četri braucieni”, un citi.
1930. gadā tiek izdots arī viņa pirmais romāns - „Atbrīvotais zvērs”, 1931. gadā izdot triloģiju „Putni bez spārniem” - turpinājumos laikrakstā „Sociāldemokrāts”, 1933. gadā tiek izdots pats populārākais romāns „Zvejnieka dēls”, 1935. gadā - „Senču aicinājums”, 1937. gadā – „Vecā jūrnieka ligzda”, 1939. gadā „Akmeņainais ceļš” un citi.
Kopumā V. Lācis saraksta 20 romānus, 58 stāstus, 6 lugas un virkni publicistisku rakstu.
1946.-1959. gadā kļuva par jaunizveidotās padomju valdības locekli, Latvijas PSR Ministru Padomes priekšsēdētāju un 1954.-1958. gadā PSRS Augstākās Padomes Tautību padomes priekšsēdētāju.
